In the area of data compliance and cybersecurity, Mr. Chen has long served as an external PRC privacy consultant for a renowned MNC in the retail industry, from which he accumulated extensive experience. Since joining Han Kun, Mr. Chen has been committed to serving MNC clients in connection with data localization and cross-border data transfer (CBDT) issues, assisting clients in CBDT security assessment proceedings, providing professional and one-stop solutions for compliance issues such as personal information collection by digital platforms (e.g., websites, apps) and SDKs, UI/UX design, data sharing with third-party platforms, advertising and precision marketing, ICP licensing and filing, UGC moderation, and employee and supplier data protection. Mr. Chen is a specialist in building up and improving personal information protection systems and corporate data compliance frameworks for clients, as well as in assisting clients to properly respond to regulatory investigations and various data security incidents. Mr. Chen also provides consulting services for clients in medical health data processing and personal financial information processing issues and provides privacy advice for gaming companies in their business expansion efforts overseas.

He has provided compliance advice on corporate governance and business operations for many MNCs in China and provided services to clients for registered trademarks and enterprise name protection through administrative actions and litigation.
